For that same reason, your PC's left Ctrl key is used to emulate the C= key. (And the right Ctrl key is usually reserved for joystick emulation.)

P.S. Now I only have to get used to the fact that it still takes about 3 minutes to load the flight simulation on my P3-700. Exactly like it did back then on the real C64.
